Reforming the Medicaid Program On July 10, 2012, the Center for Medicaid and CHIP Services began a series of letters to help states design and implement care delivery and payment reforms within state Medicaid programs. Fueled by provisions in the Affordable Care Act, innovation and creativity are encouraged and incentivized for state programs. Areas of Focus 1.
