ПIL FROM COMMITMENT то ACTION The Open Government Partnership's first year: Bringing together governments and civil society organisations A RACE TO THE TOP Charting countries' participation with the OGP THE FOUNDING PARTICIPANTS Brazil Indonesia Mexico Norway Philippines South Africa United Kingdom United States ACTION PLAN SUBMITTED AND ENDORSED DECLARATION Albania Amenia Azerbaijan Bulgaria Canada Following a public consultation, governments develop a country action plan that elaborates concrete commitments around a set of five "grand challenges": Improving Public Services, Increasing Public Integrity, Managing Public Resources Effectively, Creating Safer Communities, Increasing Corporate Accountability. The action plan should cover an initial period of 2 years Chile Colombia Croatia Czech Republic Denmark El Salvador Dominican Republic Estonia Greece Georgia Guatemala Honduras Israel Italy Jordan Kenya Latvia Macedonia Malta Moldova Montenegro Netherlands Paraguay Peru Romania Slovak Republic South Korea Spain Sweden Tanzania C* Turkey Ukraine Uruguay DEVELOPING ACTION PLANS Costa Rica Finland Ghana Hungary Liberla These countries submitted letters of intent and their governments are currently in the process of developing action plans in partnership with civil society. Lithuania Mongolia Panama Russia Serbia Trinidad and Tobago GOVERNMENT 1ST SELF-ASSESSMENT 1ST IRM REPORT DUE As a complement to the self-assessment, an independent assessment report will be written by well-respected local governance experts from each OGP participating country. This report will be shared with a small international expert committee and will also be provided to governments to offer their comments and feedback. Timeframe: IRM reports will be undertaken every 12 months for participating countries. Each IRM report will be published no later than 4 months following the implementation period being assessed. The first round of reports examining action plans from founding governments will be concluded in May of 2013. PROGRESS REPORTS Government progress DUE All participating governments are to publish an annual progress report. This report should assess government performance in living up to its OGP commitments. It should be made publicly available in the local language and in English. Timeframe: Approximately three months after the end of the first 12 months of action plan implementation. reports are also required of all participating countries on an annual basis, to be completed and published within 2 months of each 12-month implementation cycle.
