RECRUITMENT HOW TO DEAL WITH EMPLOYMENT INTERMEDIARIES: REPORTING REQUIREMENTS April 2015 sees the introduction of new record-keeping and reporting requirements linked to the onshore employment intermediaries legislation, but what does this mean for professional recruitment firms? REPORTING REQUIREMENTS From 6th April 2015, UK staffing firms will need to record details of every contractor or temp they place, but who is not paid via the agency's own PAYE scheme. PAY You should include each worker's: Full name Address and postcode National Insurance number if they have one and you don't know their DOB & gender DOB & gender If they don't have an NI number You must also state the reason you didn't operate PAYE on the worker's payments, and include the: Worker's unique taxpayer reference (if they are self-employed or a member of a partnership) Start date of work with client End date of work with client, if there is one If reports are late, incomplete or incorrect, this could lead to financial penalties. HOW IT WORKS Information must be sent to HMRC in a quarterly online report, the first of which is due by 5th August 2015 However, staffing firms will ONLY need to record and report identity details of workers employed by professional, compliant umbrella companies Payment details won't need to be supplied, because they will have already been included in the umbrella's Real Time Information (RTI) submission HOW PARASOL CAN HELP We are keen to ease the administrative burden placed on our partners in the staffing industry by these onerous new regulations.
