Why the JOBS Act Is Important Before the 1929 Stock Market Crash Anyone could invest in anything, anywhere. Thousands of Americans invested heavily in the stock market. Then the stock market crashed in 1929 and the Great Depression came. %24 After the Great Depression 1 In response, the government changed the rules and limited what the everyday person could invest in to protect them from losing everything. In reality, it severely limited what small investors could invest in and how they could access capital markets. 4 It also became difficult for small businesses to raise money. The only way they could do so was through friends, family, banks, and venture capitalists. They could not directly reach out to angel investors unless they had prior relationships with them. As a result, small investors were locked out of the capital markets unless they went through large banks. What Is the JOBS Act? Passed in April 2012... The JOBS Act allows startups and small businesses to: Title |l - advertise that they are raising money, and Title III - receive investments in exchange for equity from the general public.
