More than 193,000 inmates from these jurisdictions have been transferred to immigration custody, and about 33 percent of them had not been charged with, or convicted of, the crimes for which they were arrested. Other charges ranging from shoplifting to homicide made up 41 percent of the cases. In McHenry County, nearly two-thirds of the inmates had been charged with traffic-related violations.
