This is primarily because many of the Near-Poor don't qualify for Medicaid. Note: Poverty is defined as less than 100% of the Federal Poverty Threshold (FPT). Near Poor = 100-199% of FPT. Non-Poor = 200% or greater of FPT. In 2010, FPT for a family of four with 2 children was set at S22,113.
