ENERGY BENCHMARKING IN DC What used to be a best practice will soon be the law for DC building owners. Here's what you need to know as the first energy benchmarking deadline approaches on October 1, 2013. WHAT IS THE DC ENERGY BENCHMARKING REGULATION? The Clean and Affordable Energy Act of 2008 requires that owners of alI large private buildings (over 50,000 gross square feet) annually benchmark their energy and water efficiency and report the results to DDOE for public disclosure using the EPA's ENERGY STAR® Portfolio Manager.1 WHAT EXACTLY IS What happens if I don't comply before the deadline? BENCHMARKING? Building owners that don't report by the deadline can be fined up to Measuring, recording, and tracking how much energy . and water a building uses. $100/day Comparing the building's performance to other similar buildings and to past performance. "Benchmarking is the most effective method to measure the efficiency of a building's energy and water performance." IS MY BUILDING REQUIRED TO BE BENCHMARKED? The initial reporting deadlines are staggered based on building size. Once the initial benchmark report is submitted, you will be required to continue to submit every following April 1.3 Building Size(sq. ft.): 200,000+ 200,000 –150,001 150,000 – 100,001 100,000 – 50,001 Deadline: Oct 1, 2013 Oct 1, 2013 Oct 1, 2013 Apr 1, 2014 Energy Utility Year Data: 2011 - 2012 2010 - 2012 2012 2013 Water Utility 2012 2012 2012 2013 Year Data: WHAT ARE THE REQUIREMENTS TO COMPLY? In order to be in compliance with the District's benchmarking requirements, you must do the following: 1. DATA COLLECTION Collect all required space use and utility data for the applicable calendar years. In most cases, this means whole-building data, not just common areas. 2. ENERGY STAR PORTFOLIO MANAGER ACCOUNT Create an account for your building in EPA's ENERGY STAR Portfolio Manager tool, populate all required space use data, and input monthly utility data for every meter. 3. REPORTING & MAINTAINING RECORDS Report the data to the DDOE using the official reporting template for each required year and maintain all benchmarking documents for at least three years. 4. ÔNGOING MONITORING & ANALYSIS (not required, but highly recommended) Monitor and analyze ongoing performance to identify improvement opportunities and better manage building performance.
