An evidence- based approach to designing ALM policy in St. Lucia

Designing an Active Labour Market Policy in St Lucia: Identifying the Vulnerable... Global Labour markets have experienced irreversible shifts in their dynamics post-2008. Caribbean labour markets are no different: especially given their extreme sensitivity to the global economic environment. The following graphic presents some findings in the most recent census data from St. Lucia. ALM Policies should be mindful of specific demographic challenges in any attempt to re-structure the labour market and reduce assymetries caused by impacts to the macro-economy. Three tendencies of its labour market need to be noted: 1. Unemployment has been rishing generally 2. Unemployment is generally higher among women even though the participation rate is lower among women. The graph above reflects the labour market as at time of enumeration (2010) 3. Since 2008, the participation rate among women has grown, reflecting increasing difficulty for households in face of declining economic conditions WORKFORCE AGE DISTRIBUTION 15-24 25-39 40-59 60-64 65 and Older Source: 2010 Census, St. Lucia Most of St. Lucia's workforce is youthful (between ages 15-59) but there is also a growing elderly workforce as retirement ages increase. Active labour market policies will need to address some of the strains on social expenditure implicit in this. More than 1/2 of employed males with disabilities have no formal education beyond the primary level. Mothers in the Workforce Mothers as a Percentage of the Workforce Given the presence of single mothers in the workforce, the lower participation rate of women should not suggest that women participate mainly as secondary workers. With a relatively young labour force, a sustantial percentage are going to be part of the labour force for two or more decades with low levels of education, unless there are precise interventions implemented to allow for massive upgrading of skills.
