The Cigarette Underground There's a flood of cheap cigarettes coming in to New York City's black market, which makes it possible to buy cigarettes for less than the city's legal minimum price – and raises smoking rates, especially among young people. New York has the highest state cigarette tax in the country, and taxes in NYC are even higher. As the map below shows, smuggled cigarettes flow from states with low taxes to those with high taxes.
