3.23.1 Building public-private partnerships Cambodia needs investment of $12 billion-$16 billion to build infrastructure for its growing economy. In view of this substantial funding need, the government is putting more emphasis on public-private partnerships in its development strategy. With development partner support, it has an ambitious initiatives under way to strengthen the legal, regulatory, and institutional environment for public-private partnerships. These changes should improve the transparency and quality of public-private partnerships.
