The remit of a Principal Designer

Alan Wood & Partners THE REMIT OF A PRINCIPAL DESIGNER Previously known as a CDM CO-Ordinator Updates to the role of the CDM co-ordinator now known as 'Principal Designer'. The role of CDM Coordinator is to be replaced by a new role called the Principal Designer. Appointment will be required where more than one contractor will be working on a project at any time. THE DUTIES OF A PRINCIPAL DESIGNER ADVISE THE CLIENT ON THE SUFFICIENCY OF THE TIME ALLOCATED FOR ALL PHASES OF THE PROJECT NOTIFY THE HEALTH & SAFETY EXECUTIVE OF THE PROJECT ASSIST WITH A CLIENT'S DUTIES FOR ENGAGING COMPETENT AND RESOURCED ORGANISATIONS ENSURING THAT SUITABLE MANAGEMENT ARRANGEMENTS ARE MADE FOR THE PROJECT ENSURE THAT THE DESIGN COMPLIES WITH ENSURE THAT THE THE REQUIREMENTS OF THE REGULATIONS DESIGNERS AND THE PRINCIPAL CONTRACTOR CO-OPERATE VERIFYING THE SUFFICIENCY OF THE CONSTRUCTION PHASE PLAN TO COMMENCE CONSTRUCTION PREPARE THE HEALTH AND SAFETY FILE AND PASS IT THE CLIENT AT THE END OF CONSTRUCTION REGULATIONS FOR A PRINCIPAL DESIGNER The Construction (Design and Management) Regulations came into force on the 6th April 2007. The regulations are also known as CDM 2007. They replace the Construction (Design and Management) Regulations 1994 and also the Construction (Health, Safety and Welfare) Regulations 1996 also known as CHSW. Below is a summary of the key parts to the CDM 2007 document. ALLOW ADEQUATE TIME PROVIDE INFORMATION TO YOUR TEAM APPOINT THE RIGHT PEOPLE ENSURE YOU AND YOUR TEAM COMMUNICATE AND COOPERATE ENSURE ADEQUATE WELFARE FACILITIES ON SITE ENSURE SUITABLE MANAGEMENT ARRANGEMENTS ARE IN PLACE ENSURE WORKPLACES ARE DESIGNED CORRECTLY APPOINT A CDM CO-ORDINATOR APPOINT A PRINCIPAL CONTRACTOR ΚΕEP THΕ HEALTH AND SAFETY FILE ENSURE A HEALTH AND 2015 CHANGES TO THE SAFETY PLAN IS IN PLACE ТО THE CDM REGULATIONS The role of CDM coordinator is to be replaced by 1 a new role called the Principal Designer 2 Removes competence requirements and replaces with a requirement for appropriate training and skills The CDM Approved Code of Practice (ACOP) 3 is being replaced with reduced guidance Domestic Clients exemption 4 will be removed The project notification threshold will change 5 meaning many small to medium size projects will no longer be notified to HSE The term 'designer"' has a very broad meaning in Principal Design. Not only does it include architects and consulting engineers, but also quantily surveyors, building services engineers, temporary works engineers and others who specify the 'what's and the 'hows' in detail. Has the client prepared relevant information about the site in order to méet their duties under regulation 10? / 2. Have the necessary appointments been made, and has the project been nótifiéd: (Form F10) 3. Is there an established projećł team who meet regularly to discuss and co-ordinăte activities in relation tổ the project? / 4. Are project team members clear about their roles and responisibilities? 5. Are there arrangements in place for co-ordinating design work and reviewing the design to ensure that the regúirements in regulation 11 are běing addressed? / 6. Are there arrangements in place for dealing with late changes to the design, and for co-operăting with contractors, so that problems are shared? I 7. Has the principal contractor been given enough timeto plan and prepare for the work, and mobilise for the start of the construction phase? J 8. Are there suitable arrangements for developing the plan to cover risks that arise ăs the work progresses? 9. Has the format for the health and safety file been agreed, and'are arrángements in place for collecting the information which it will contain?
