expiration of payroll tax cuts waned (Figure A1.2). While the February reading of 67.3 points is well below the 2007 average (100 on the index), let alone the 2007 highs almost bumping 110, it recovered from the nadir below 25 points in February 2009 and has averaged about 65 in 2012. Retail sales and industrial production rose gradually from the trough in May 2009. Purchasing managers’ index values for the first 2 months of 2013, compiled by the Institute for Supply Management, are 53.1 for January and 54.2 for February, both above 50 and therefore indicating that the manufacturing economy is expanding.
