Here we take a look at the details and what it means for those trusts. What is SECR? Streamlined Energy and Carbon Reporting is policy implemented by the UK government on 1 April 2019. It requires that businesses and organisations carry out carbon and energy usage reporting to help transition the UK to a low-carbon nation. Who needs to report? 2018 Regulations require large companies that have consumed more than 40,000 kilowatt-hours (kWh) of energy in the reporting period to include energy and carbon information within their report. For academy trusts, disclosures were required for the first time in their 2019/20 accounts. Large companies, are defined as companies that meet two or more of the following criteria: • turnover (or gross income) of £36 million or more, • balance sheet assets of £18 million or more, 250 employees or more. Should academy trusts report at a group level, the thresholds should consider these figures at aggregate level, including subsidiaries. When checking if the 40,000 kWh threshold has been met, academy trusts must consider all the energy from gas, electricity and transport fuel usage they are responsible for (in the UK). What does an academy trust need to disclose? If a trust meets the thresholds described above, at a minimum it must publish the following: • its annual UK energy use (in kWh), for gas, electricity and transport fuel and associated greenhouse gas emissions • an emissions intensity ratio chosen by the trust. This ratio compares emissions data with a similar bUsiness metric or financial indicator • all methodologies used to calculate supplied information • an explanation of measures taken to improve efficiency in the period of the report. Including if no measure have been taken where this is the case. In the case of a trust reporting at group level, it must include energy and carbon reports for any subsidiaries, unless the subsidiary would not itself be obliged to disclose the information.
