A netmetering scheme and a national tax rebate program for residential installations helped Belgium grow to more than 800 megawatts in 2010. Belgium is the only successful market in the EU that uses Green Certificates (similar to HECs in the US. market] instead of a feed-in tarrif. The market should remain at roughly 200 to 300 megawatts per year going forward
