SUGAR 1812 The high cost of the War of 1812 brought about the nation's first sales taxes on gold, silverware, jewelry, and watches. 10 1817 Congress did away with all internal taxes, relying on tariffs on imported goods. 1862 To support the Civil War effort, Congress enacted the nation's first income tax law. - 3% for incomes up to $10,000 - Additional sales & excise taxes - "Inheritance" tax - Commissioner of Internal Revinue 1866 Internal revenue collections reached their highest point in the nation's 90-year history-more than $310 million. NEW 1924 Tax rate dropped sharply in the post-war years, down to 24 percent, and rose again during the Depression. 1950's The Bureau of Internal Revenue was renamed the Internal Revenue Service and reorganized to replace a patronage system with career, professional employees. "[The GAO] cannot render an opinion on the 2012 consolidated financial statements of the federal government because of 2012 widespread material internal control weaknesses, significant uncertainties, and other limitations." The problem continues to spread ...
