THE GOLDEN AGE OF GIVING: WHICH COUNTRIES SHELL OUT THE MOST FOREIGN AID? Official Direct Assistance (ODA*) is the measurement of aid given by countries to other countries in need of financial assistance. In light of the recent earthquake and subsequent tsunami in Japan, and an inordinate number of natural disasters which occurred in 2010, we wanted to know which countries are giving the most aid.
