lightly in the last 2 months of the year. Looking at the 3-month moving average to smooth out monthly volatility shows prices trending upward in 2012. In terms of quantities, the number of housing units under construction and of housing starts rose in 2012. For houses under construction, in fact, the 3-month moving average of monthly growth rates measured year on year finally returned to positive territory in January 2012 (Figure A1.3).
In addition, the number of housing units authorized, which gives an indication of things to come, increased in 2012. In February 2013, the year-on-year 3-month moving average of the growth rate was 31.9%.
