Congress has been unable to come up with a deficit reduction plan and the economy continues to stall. The median household income has declined in most states and unemployment rates are still greater than seven percent. If Congress doesn't come up with a deficit-reduction plan before March 1, 2013, education programs could see at least $713.3 million in cuts.
