Why Legacy IT Will Live On

ШНЧ LEGACY I.T. WILL LIVE ON! ШНАТ 1S A legacy system is an old system that still provides essential business services. LEGACY 1.T.? LEGACY I.T. COMPONENTS: SUPPORT APPLICATION BUSINESS SOFTWARE SOFTWARE POLICIES & RULES KUses KEmbeds - knowledge of SYSTEM APPLICATION BUSINESS HARDWARE DATA PROCESSES Legacy systems are not just application software systems. They are sociotechnical, computer-based systems so they include business processes, application software, support software and system hardware. WHERE ARE LEGACY SYSTEMS USED? Several US States were asked to indicate which lines of business most of their state's legacy systems were located. TRANSPORT ADMIN HEALTH & HUMAN SERVICES LAW ENFORCEMENT INTERNAL 24.1% CLIENT FACING CITIZEN FACING Estimates suggest there are between: 100,000 and 400,000 OpenVMS customers left in the world. OpenVMS is owned by HP, and licensed to VMS Software Inc. who are continuing to offer support and development for OpenVMS well into the future. OpenVMS is derived from Vax's VMS Operating System, launched in 1977. If you've recently bought a MetroCard for the New York City Subway or taken money from certain older ATMS, your transaction was made possible by IBM's OS/2, an operating system that debuted 25 years ago! The U.S. Navy's ship-based radar systems and Britain's Atomic Weapons Establishment, which maintains that country's nuclear warheads, use PDP minicomputers manufactured in the 1970s by Digital Equipment Corporation (DEC). Another user of the PDP is Airbus, the French jetliner manufacturer. The World's Largest Centralised Blood Supply System was built by the NHS and runs on OpenVMS. The move from 3 regional centres to one national system has allowed 99.9% uptime. The Carphone Warehouse hosts all of its core applications on servers running OpenVMS, located in the UK. There are Carphone Warehouse nine HP AlphaServer systems with a mix of ES40 4-CPU servers and GS140 8-CPU servers, all running OpenVMS. The following companies currently run operations on an IBM mainframe: *RBS TESCO The Royal Bank of Scotland SCOTTISHPOWER Nationwide Sainsbury's John Lewis Land Registry Met Office BARCLAYS Barclays recently advertised an OpenVMS vacancy suggesting they are using such technology currently, and employees with OpenVMS skills can also be found in current employment at Transport for London and BAE Systems. Transport for London BAE SYSTEMS LEGACY ), L 0.000.0000 Ninety-six of the world's top 100 banks run the S/360 descendants with mainframes processing roughly 3O billion transactions per day. In a review of the UK's public service delivery, the National Audit Office Found: £480bn £210bn The estimate of government revenue The estimate of government non-staff expenditure reliant on legacy ICT reliant on legacy ICT £193bn £865m Collected or paid out in 2011-12 by the four public services* The total cost in 2011-12 of operating the four public services* reliant on legacy ICT *Consumer Credit Licensing Service, Prescription Payment Service, Pension Service, VAT Collection Service Legacy IT costs comprise: 1% 2% 7% of total cost for of total cost for of total cost of OFTS HMRCS VAT DWPS Pension Consumer Credit Collection Payment Service Licensing Service LWHAT ARE THE CHALLENGES OF LEGACY I.T.? Barriers to Progress Legacy systems can be seen as a barrier to change and innovation in industries such as banking. Around one in four UK businesses are unable to meet the evolving needs of their organisations, because they are constrained by existing legacy systems. As part of chancellor George Osborne's Autumn Statement, the government has called for a review into how banks can open data up to customers, helping increase competition by enabling easier comparisons between financial services providers. However, reliance on legacy IT could delay plans. Data retrieval and sharing can be difficult and costly, this is illustrated by the planned changes of IT budgets in Legacy vs State of the Art: Cost % of responden 40% 30% Planned changes in IT budgets Legacy 20% State-of-the-art 10% Decrease 5% + Decrease 1-5% Same Increase 1-5% Increase 5% + In 2012 technology executives forecast that up to 30 percent of their IT budget was expected to support legacy systems over the following two years. Skills Gaps Skills to maintain and support legacy ICT become scarcer, leading to gaps in capability. HMRC is facing a shortage of the skills it needs to sustain the VAT legacy ICT due to the current age profile of its staff. Disruption In December 2014, flights were disrupted due to attempts to update 'elderly' traffic control systems. The software used dates from the: And is programmed in a computer language called: 1960s "JOVIAL" The issue was caused by an IBM S/390 mainframe problem. Although things were up and running again in 15 minutes, experts explained: "Once the flight data system was operational again, the information couldn't be sent to the central flight server in a usable format because the link had gone down at the same time as the server, and was proving impossible to immediately reconnect." SO, WHY ARE LEGACY SYSTEMS STILL USED? Risk and Cost £ + ! Outdated platforms often survive because of the risk and cost of 80% of organisations do not have a fully developed application retirement roadmap for successfully moving to agile IT. replacing them, according to financial services analyst TowerGroup. The granular insight achieved through legacy system data is what will keep companies alive, enabling efficiencies, new product development and closer relationships with their customers. Insight 3 Confidence The NHS on their Blood Supply Management System: "Our experience with the OpenVMS operating system is that it is incredibly stable and reliable, and it supports the uptimes we need for a critical system like Pulse." NASA CASE STUDY Why is a legacy system right for NASA? VERIFICATION RELIABILITY VALIDATION INCREASES SYSTEM CONFIDENCE IN TESTING OPERATIONAL HISTORY QUALITY TIME & MONEY NASA's Space Shuttle program required expensive integration and certification requirement for flight, and any new equipment would have had to go through that entire process again. This long and detailed process means any new system that started the certification process becomes a de facto legacy system by the time it is approved for flight.
