Who is Georgia's #1 Public Official?

The President is the head of state. He has the highest legitimacy as he was directly elected by the people. WHO IS GEORGIA'S #1 PUBLIC OFFICIAL? Since the constitutional changes in 2013, the power of the President was limited and distributed among all branches of government. Now the President's primary function is general coordination and legislative Court (Judicial) control of state institutions. Parliament Prime Minister's (Legislative) Cabinet (Executive) Currently a Constitutional Commission is working to specify the concrete boundaries between all branches of government. Today it is practically untouchable. Declaring the motion of no-confidence in the executive President government is a very complicated and prolonged process. What leverages does he have? To avoid future complications regarding who was legally eligible to sign the Agreement, President Margvelashvili issued a document to grant a one-off signature right to Prime Minister Gharibashvili. This document never became legal because the required co-signature from the Prime Minister was never obtained.
