floods, storm surges, and rising sea levels. Several island countries in the Pacific also have low resilience, resulting from a lack of adequate infrastructure, governance, and social organization to prevent, respond to, and recover from extreme events. Each of these countries has high fatality rates when water-related disasters occur (Figure 19). The countries with the highest rates of water-related fatalities, notably Bangladesh, Nepal, the Philippines, Tajikistan, and Vanuatu, should be encouraged to increase investments in disaster risk reduction. Increased community-based disaster risk management is likely to be a cost-effective measure to make communities more resilient and to reduce fatalities.
