R- The Symptoms of Teting the growing reach of mHealth Every day, more people expect to be able to communicate with their caseworker, healthcare professionals (HCPS), and doctor, as well as access their health information on-the-go. Mobile healthcare is a proven, secure, and efficient way to engage and help your patients. Partnering with the right vendor and deploying a smart strategy makes all the difference. During the 2011-2012 influenza season, automated text messages were sent 3,791 predominantly low-income, Latino parents to educate them about influenza and the influenza vaccine, and encouraged them to vaccinate their children. Who was vacinated? 43.6% of 39.9% those who received of those who text messages did not Text4babySM, a free mobile bilingual health information service, provided text messages about immunization, nutrition, birth defect prevention, safe sleep, and more to expectant mothers. Those receiving texts were primarily low income ($20-30k household) Latino/Hispanic mothers. 74% reported 65% reported that the program helped them remember that text4baby messages informed them an appointment or immunization. of medical warning signs they did not know. HIPAA Concerns Electronic messaging is a powerful way for a HCP to connect with patients, however there are some concerns, the primary being security. Text messaging is not inherently secure and using it to send patient health information (PHI) could result in costly HIPAA violations. $275,000 Case settlements can range from to $1.7 MILLION "..it is not acceptable for physicians or licensed independent practitioners to text orders for patients to the hospital or other healthcare setting. This method provides no ability to verify the identity of the person sending the text and there is no way to keep the original message as validation of what is entered into the medical record." The Joint Commission One of the issues that results in many of the highest paying HIPAA court cases is the risk of leaving data unencrypted. The possibility that the device on which the PHI information is located will get stolen, while not high, breeds consequences harsh enough that healthcare organizations (HCOS) should do everything possible to protect PHI. In 2012 a USB containing PHI was stolen from an Alaska Department of Health and Social Services (DHSS) employee resulting in a settlement worth $1.7 MILLION. BlueCross BlueShield of Tennessee, Inc. (BCBST) was required to pay $1.5 MILLION when 57 unencrypted hard drives, containing PHI for over 1 million individuals, were stolen from a storage facility. Following a data breach, 31% of customers severed their relationship with healthcare vendors. O7% lost confidence and trust in their HCO. Conclusion The widespread reach of text messaging and its use across all socioeconomic demographics makes it a valuable channel for HCPS looking to reach their patients with cell phones. The adaptability of text messaging is capable of providing patients with general information about their health, test results, appointment reminders, and a more positive outlook overall. Its benefits also extend to HCPS as it can decrease costs for healthcare plans and increase HCP efficiency. In order to take full advantage of the pervasiveness of texting, it is important for health plans and providers to send PHI-related information securely and efficiently by partnering with vendors who provide HIPAA-compliant messaging. While most compliant messaging services cost significantly less than a HIPAA violation, the most effective programs don't require an app and can reach both basic and smartphones with text messaging.
