Annualy £1.2bn of the welfare budget is claimed fraudulently. Accidental overpayments due to error
total £2.2bn (£1.4bn ...
due to official error). £1.3bn is underpaid to entitled claimants and £19.3bn of means-tested benefits and tax credits intended for the poorest households goes unclaimed every year because people either choose not to claim or are unaware they are eligible to!
In other words, if we wiped out benefit fraud tomorrow, paid every one only what they were eligible for and completely eliminated errors the welfare bill would grow, not shrink.
