The federal health law gives states the option of creating health insurance exchanges through which residents can purchase coverage. With a November 16 deadline for states to declare their readiness to build an exchange, most states are expected to let the feds take over by default--only 15 states, and the District of Columbia, have created a health insurance exchange thus far.
