As of July 19, the U.S. Department of Education had given flexibility to 32 states and the District of Columbia from some provisions of the No Child Left Behind Act, and three states were still waiting to hear about pending applications. Separately, California has submitted an application that does not conform to the U.S. Department of Education’s guidelines.
