MANAGING WATER USE IN SCARCE ENVIRONMENTS WATER AND PARTNERSHIPS FRESHWATER MANY DEVELOPING COUNTRIES AND FAST-GROWING NATIONS, THERE'S AN EMERGING GAP BETWEEN FRESHWATER AVAILABILITY AND WATER DEMAND. DEMAND RECENT ANALYSIS BY THE 2030 WATER RESOURCES GROUP SUGGESTS THAT THE FRESHWATER-DEMAND GAP WILL BE AVAILABILITY ABOUT 40% GLOBALLY BY 2030 IF WE DON'T CHANGE OUR WAYS. WATER AND FOOD SECURITY ARE IDENTIFIED AS TwO OF THE TOP FIVE GLOBAL RISKS OVER THE NEXT 10 YEARS, PARTNERSHIPS TO ACCELERATE SUSTAINABLE RESOURCE MANAGEMENT ARE BECOMING MORE CRUCIAL THAN EVER. TACKLE WATER SCARCITY FROM THE BASIN LEVEL,BECAUSE WATER - JUST AS EVERYTHING ELSE - IS ONE SOLUTION: INTERCONNECTED, FORMING PART OF A LARGER SYSTEM LINKED THROUGH NATURE AND HUMAN CIVILIZATION. 46% OF THE GLOBE'S (TERRESTRIAL) SURFACE IS COVERED BY TRANSBOUNDARY RIVER BASINS. YET 60% OF THE WORLD'S 276 ........ INTERNATIONAL RIVER BASINS STILL LACK ANY TYPE OF COOPERATIVE PUBLIC AND PRIVATE MANAGEMENT. THE WATER BASIN PROCESS PROCESSES PRECIPITATION WITHDRAWAL GROUNDWATER RETURN FLOW USES CONSUMPTIVE USE н NON CONSUMPTIVE USE AGRICULTURE INDUSTRIAL USE HUMAN USE WATER FALLS ON THE BASIN AS PRECIPITATION; EITHER RUNNING OFF INTO THE RIVERS, INFILTRATING THE GROUND OR RETURNING TO THE ATMOSPHERE THROUGH EVAPORATION WATER IS REMOVED FROM THE RIVER, GROUND ORA DAM TO MEET DEMAND SOME OF THIS WATER IS REMOVED FROM THE SYSTEM, THROUGH EVAPORATION OR EMBODIED IN PRODUCTS 333 THE WATER THAT RETURNS TO THE BASIN MAY BE POLLUTED. EXAMPLES IN ACTION HAI BASIN, CHINA 120 MILLION PEOPLE; SPREAD OVER FOUR PROVINCES AND MUNICIPALITIES OF BEIJING AND TIANJIN; 15% OF CHINA'S GDP WATER AVAILABILITY PER CAPITA; OVEREXPLOITATION OF GROUNDWATER ACROSS THE BASIN IS ESTIMATED AT 4% 14% 9 BILLION GLOBAL NATIONAL CUBIC METERS ANNUALLY AVERAGE AVERAGE WATER PLAYS A PIVOTAL ROLE IN THE DEVELOPMENT OF THE BASIN, WHICH NOW FACES SERIOUS WATER-RELATED PROBLEMS, INCLUDING WATER POLLUTION, SCARCITY, DIMINISHING SUPPLIES AND FLOODING IF WE WANT TO ADDRESS WATER SCARCITY WE SHOULD FOCUS ON IDENTIFYING AND REDUCING CONSUMPTIVE USE. ONE KEY ELEMENT ONE KEY OUTCOME REGIONALLY, REDUCTIONS IN WATER USE WERE ACHIEVED ALONGSIDE INCREASED ENGAGEMENT OF LOCAL COMMUNITIES CROP PRODUCTIVITY, WITH ASSOCIATED INCREASES IN INCOME. FALLING LEVELS OF TO INCLUDE INCENTIVES AND SUPPORT TO FARMERS GROUNDWATER OVER THE LAST 30 YEARS HAVE BEEN MOSTLY REVERSED. LERMA CHAPALA BASIN, MEXICO 10 MILLION PEOPLE; RESPONSIBLE FOR OVER 50% OF MEXICO'S EXPORTS BASIN IS UNDER EXTREME PRESSURE FROM MAIN WATER RESOURCE WATER SCARCITY WITH AN AGGREGATED IN THE BASIN IS GROUNDWATER, WHICH IS HEAVILY POLLUTED ANNUAL DEFICIT OF UP TO 1.8 BILLION M³/YEAR ONE KEY ELEMENT ONE KEY OUTCOME WASTEWATER RECYCLING FOR USE AS 47% REDUCTION IN GROUND WATER COOLING WATER ABSTRACTION FOOD SECURITY AND ENERGY FORMA NATURAL NEXUS WITH WATER AVAILABILITY.
