Current situation:
In Romania buildings account for 36% of the energy consumption and cause emissions of 56.1 million tons of CO2 per year

The building sector is dominated by residential buildings: 95.4%
(over half of them were built before the 1970s)
The approach of the need for improvement of energy performance of these buildings
CHALLENGES:
- Energy-inefficient buildings are upgraded/renovated at a VERY SLOW PACE
- THE USE OF ENERGY-INEFFICIENT MATERIALS in the residential sector
- DIY WORKS, leading to constructions which are below the building performance standards
- INEFFICIENT DISTRICT HEATING NETWORKS managed by municipalities; the average national-level efficiency is 43%
- The heating subsidies for poor households reduce the consumer prices artificially, WHICH WILL DISCOURAGE ENERGY EFFICIENCY INVESTMENTS IN THE LONG RUN
- it will become IMPOSSIBLE for many consumers to afford a reasonable temperature due to energy poverty.
- Public policies which do not DEFINE ”ENERGY POVERTY” concept in Romania
- STRATEGIES THAT DO NOT INCLUDE PROVISIONS RELATED TO ENERGY EFFICIENCY and to fighting energy poverty
