KEEPING KIDS COVERED 2008 2011 From 2008 to 2011 the rate of uninsurance for adults went up while the rate of uninsurance for children went down. 19.4% 21.4% WHY? 9.7% 8.5% FACTOR 1. PROGRAM ELIGIBILITY In 46 states, children with 200% of federal poverty guidelines are eligible for Medicaid or CHIP. Compare this to the median eligibility level for working parents: 63% * Children's Health Insurance Program FACTOR 2 THE RECESSION Just what does it mean to be a family "below 200% of federal poverty guidelines?" In 2010, that family of four earned up to $44,100 a year. ---- Between 2008 and 2010 4.5 MILLION MORE CHILDREN are living in families BELOW 200% of federal poverty guidelines, SO MORE CHILDREN ARE ELIGIBLE FOR MEDICAID AND CHIP. FACTOR 3. ENROLLMENT SIMPLIFICATION 13 STATES implemented one or more policy changes for children, which make it easier for children to enroll and stay enrolled.
