Approximately 50% need transportation scholarships so they can attend class." EFFECTS OF REALLOCATING CAPITAL TO INSTRUCTION AND CASE MANAGEMENT WLC made a commitment in 2012 to restructure to allocate 70% of all revenue resources into instruction and case management."
