Secure Communities

SECURE COMMUNITIES? Secure Communities is a controversial federal program that sends booking information from local jails to a joint database shared by the FBI and the Immigration and Customs Enforcement Agency (ICE). Since 2008, Congress has spent millions for the program to target "dangerous criminal aliens." Deportations are at a record high, but most of those removed are innocent or low-level offenders who have served their time. HOW IT WORKS 2. POLICE SCAN 1. POLICE ARREST A PERSON. Prints are also checked by the Department of Homeland Security's US-VISIT, which collects non-citizen's biometric data from consulates and Customs and Border Patrol. If the prints match data in the FBI's IAFIS and ICE's IDENT databases, CJIS sends an Immigration Alien Query (IAQ) to ICE's Law Enforcement Center (LESC). Upon receiving an IAQ, the LESC runs a check to determine a person's immigration status and criminal history. It sends a report to the local ICE Detention and Removal Office (DRO) and CJIS, which can then notify police and issue a detainer. ..--- --- LAW ENFORCEMENT SUPPORT CENTER Located in Williston, Vermont, ICE's LESC receives and responds to electronic queries from local law enforcement agencies.
