A Brief History of the DUI HISTORY OF THE STORY OF THE D o1897- George Smith is the ignoble perpetrator of the first DUI incident ever. Smith is an English cab driver who drove his taxi into a building while inebriated. He pleads guilty as charged and pays 25 shillings. No jail time is required. H New York becomes the first state to pass a law prohibiting drunk-driving. California and a number of other states follow suit. These initial laws bar drinking and driving, but do not contain language regarding specific levels of drunkenness. -1936 . A device called the Drunkometer is invented by Dr. Rolla Harger, a professor of biochemistry and toxicology. Subjects breathe into the Drunkometer, which is like a balloon, to determine whether or not they are intoxicated. 000 -1953 - The Breathalyzer is patented by Robert Borkenstein, who had helped develop the Drunkometer. The Breathalyzer measures alcohol vapors in the breath via photometry and chemical oxidation principles, increasing accuracy. R1970. Generally this is the time period during which DUI becomes a broader cultural conception. Public safety announcements educate citizens on the dangers and penalties of a DUI. Meanwhile, laws are substantially toughened. MADD Mothers Against Drunk Driving To1980 Candy Lightner forms Mothers Against Drunk Drivers (MADD). She is inspired to start MADD by the death of her teen daughter, who had been struck by a man during his fourth DUI offense. MADD fights to increase the drinking age. 21 o1984 - The National Minimum Drinking Age Act of 1984 is passed. All states are required to legislate 21 years as the minimum age to possess alcoholic beverages. Prior to this federal law, states chose their own drinking ages. The lowest was 18. JAIL 406067 -2010 . Over 1.41 million drivers are arrested for driving under the influence of alcohol or narcotics.
