Arming Japan Japan's Defense Budgets Set to Rise Japan's Ministry of Defense announced a steep hike nearly 3 percent in military expenditure in 2014, a massive 22 percent hike after 10 consecutive years of decrease. This $49 bn budget is aimed to bolster surveillance capabilities in Japan's southwest islands and speed the training/equipping of soldiers. However, continued security concerns and territorial spat with China over uninhabited East China Sea islets forced Japan to increase its outlay on security. The five-year budget earmarks more than $230 billion for fighter jets, combat and amphibious vehicles as well as surveillance drones and early warning aircraft.
